FairVote RI Supported Democracy Reforms Spark Interest in Committees
Rhode Islanders taking action on youth engagement and democracy issues

Sen PerryIn the past weeks, the Rhode Island House and Senate Judiciary committees heard from local young people and advocates on a range of innovative democracy reform bills. Some highlights:

H 7106 and S 2081, the House and Senate versions of Youth Voter Pre-Registration, continue to gain support after successful hearings. "We should be able to pre-register when we get our license, or even better, in school in a civics class," Amanda Gaynor, 16, of Providence, told the House Committee. S 2551 and H 7104, which would ensure a full vote for all first time voters by allowing registered and otherwise eligible 17 year olds to vote in primary elections, gained the support of Common Cause Rhode Island and Rhode Island Secretary of State Ralph Mollis.  Jen McGill, 17, of Pawtucket, noted before the House committee that many other states have already written such provisions into law. On the senate side, her father, Ken McGill, told committee members that the reform was “just common sense.”

In addition to those youth engagement measures, Judiciary committee members heard from FairVote Rhode Island Director Ari Savitzky on issues like the plan to elect the president by National Popular Vote, a bill that would allow cities and towns to use Choice voting in Local Elections, and a measure which would ensure that vacant US Senate seats are filled by special election.

Wave of election reform proposals hits the General Assembly


With youth registration in Rhode Island surging and advance voter registration for 16 and 17 year olds gaining support, Rhode Island legislators have introduced several new election reform measures to ensure voting rights and full democracy for all.
  • Following in Maryland’s footsteps, Ocean State legislators in the house and senate have introduced a bill to ensure that young voters who will be 18 by Election Day can vote in the preceding primary election.
  • A FairVote-supported reform to ensure that US Senators are always elected by the people, by ensuring that vacant US Senate seats are filled by special election, has been introduced in both the state house and the state senate.
  • The National Popular Vote compact, recently endorsed by the Boston Globe, is being re-introduced in Rhode Island this year. The senate bill, sponsored by State Sen. Daniel Connors, has already been filed.

Advance Voter Registration is back with more support in 2008

AriYouth Voter Pre-registration been reintroduced into the Rhode Island general assembly with more support than ever. Last week, Rep Edwin Pacheco introduced H 7106, which was co-signed by Judiciary Committee Chairman Lally, Republican Rep. John Savage, Rep. Amy Rice, Rep. Roger Picard, Rep Handy and Majority Leader Gordon Fox.

“Allowing 16- and 17-year-olds to pre-register to vote would increase the likelihood that they will vote when they turn 18 and the statistics show it. In the 2004 election, 81 percent of registered voters between the ages of 18 and 24 voted. But only 58 percent of eligible voters that age were registered, compared to 72 percent of all groups. The problem isn’t getting young people to participate in elections, it’s getting them registered beforehand,” Rep. Pacheco said.

State Senator Rhoda Perry has also introduced a Senate companion bill, S 2081, co-signed by Senators Daniel Connors, James Doyle, Susan Sosnowski and Charles Levesque.

The bills would allow 16 and 17 year olds to pre-register to vote, and could catalyze increased participation and engagement in Rhode Island’s democracy, increase opportunities for meaningful voter education, systematize the registration process through and more effective high school and motor voter registration, and help close the registration gap.
