Another of the
"throw-away" districts in the Columbus suburbs was HD 66. It combines
the remainder of Franklin County with southern Delaware County, it has a C.I. of
only 21.1, it is the most "Republican" district in the plan (with a
Democratic Index of 32.6), and it paired Republican incumbents Ken Creasy and
Larry Hughes against each other.
