In Franklin County, the Democrats'
problem was similar to that in Hamilton: how to carve a fourth
"Democratic" house district out of a Republican-leaning urban
area.
The first thing you do is "pack" as many Republican voters into as few outlying districts as you can. Shown here is HD 27, a district described by one of the people involved as a "throw-away" district---one you concede to the other party in order to distribute your own voters more efficiently.
It had a C.I. of 18.9 and elected Republican Alan Norris until he left the legislature and was succeeded by Speaker-to-be JoAnn Davidson.
