A third "throw-away" district
in Franklin County was HD 28. With a C.I. of 28, it is fairly compact; as one of
its designers said, "We put every Republican we could find in this
district."
Note the "hole" in its center. That's the O.S.U. student housing area known as Buckeye Village---a vote-rich area for Democrat candidates in the 1970s.
