On December 15, 2004, the Quebec government announced a draft bill for a mixed member voting system. If this had been adopted, 75 seats would be filled by traditional riding elections and 50 seats by party lists. The list seats would be determined by the popular votes cast in the riding elections in multi-seat regional districts (each encompassing two to four ridings). If a party wins fewer seats than deserved in the riding contests, it may receive an addition list seat or two in that district. Serious discussion of mixed-member systems continues among reformers in Quebec.
