Earlier this month, FairVote released the first draft of its report investigating the political effects of Hurricane Katrina. While some studies have examined the effect of population displacement on New Orleans alone, this is the first of its kind to consider the entire southern portion of the state. FairVote will update its projections as numbers emerge.

Findings address racial representation, Voting Rights Act liability, partisan balance of power and effect on the "one person, one vote" principle. By merging affected areas into one five-member superdistrict using the one-vote system, Louisiana could remedy each of the above problems.

Palestinian Election System Delivers Hamas Majority
District plurality system, spoiler dynamics underrepresent Fatah
Palestinian ElectionIn the national legislative election held on January 25th, Hamas won 76 of 132 seats, or 58%, compared to 43 seats, or 33%, for the governing Fatah party. Palestine used a parallel system, electing 66 of 132 seats in multimember districts and 66 on a national list basis. Hamas won 30 of the national list seats, or 45%, while Fatah won 27, or 41%.

But Hamas also claimed 46 district seats, or 70%, versus 16, or 24%, for Fatah. Where Fatah overnominated candidates, Hamas proved more apt at "gaming" the winner-take-all district system. Fatah also may have faced spoilers from other moderate parties and independents.

Assuming the list totals are an accurate measure of national support for each party, Hamas is overrepresented by 25% while Fatah is underrepresented by 17%. Even with the mitigating effect of the list seats, Hamas is likely overrepresented in the full legislature by 13% while Fatah is under-represented by 8%. Had the entire parliament been filled in a list election, neither party would have had a majority, and Hamas would have had to form a coalition with more moderate factions.

California Legislators Call for Citizens Assembly on Electoral Systems
Bipartisan support for citizens to consider putting proportional voting on ballot
British Columbia Citizens AssemblyRepublican and Democratic lawmakers alike are citing the need for broad reforms, such as proportional voting, to overhaul the state's broken electoral system. Members of the California Assembly plan to introduce legislation in 2006 that would create a representative body of 80 citizens from all over the state to study election problems. The citizens would make recommendations that would either be adopted legislatively or submitted as a ballot initiative to face voters.

FairVote has long advocated such a plan for California, as it would avoid the accusations of partisan motivations that clung to all sides of the recent redistricting reform debate.

The bipartisan proposal for a citizens assembly also received early support from California's New America Foundation, which pushed for a similar model based on the success an assembly in British Columbia. There, the assembly ultimately recommended choice voting.
