Judicial Elections
November 2003

Judicial elections provide insight into the distribution of votes across the
state and the level of competitiveness in regions of the state. The follow
charts and links show the distribution of votes for Supreme Court and Superior
Court by US congressional district. All data are unofficial
results from the state of Pennsylvania.
We have tallied the percentage received by each
candidate in each congressional district and summarize the data in the
following tables.
Max Baer was elected to the Supreme Court with over 50% of the vote, even
though he had the most votes in fewer than one-third of the congressional
districts in the state. The same distribution of districts allow a party
that wins a majority of the house vote in the Pennsylvania to win less than one-third
of the seats in the delegation.

Max Baer won over half of the votes but won fewer than one-third of the
districts. Joan Orie Melvin, in contrast, won less than half the votes but
won over two-thirds of the seats.
By Congressional District, Baer won 6 districts (1, 2, 11, 12, 14 and 18),
and Melvin won 13.
Superior Court (elect 3)
Candidates Panella, McCaffery and Gantman were elected to the
Superior Court.
