A voting system translates people���s votes into seats in a legislative assembly. Many different voting systems can produce different results. The selection of a voting system has a powerful impact on governance, representation and participation.

This manual may be used as a tool to assist individuals, elected officials and community groups in addressing voting rights concerns and choosing a system that best fits their goals. An abundance of assistance is available to help ensure fairness in the election process. However, no matter what community leaders and civil rights attorneys do to create an opportunity for minority-backed candidates, voters are the key to the success of the new system. In order for any election system to work, participation is key. The voting rights and election reform community encourages citizens to become activists.
