Elimination of two black-majority districts in 1996 – due to a Supreme Court ruling against race-conscious districting – did not cause the defeat of their black incumbents, but neither did it help white Democratic challengers in surrounding districts. Even though all elections were won by more than 10% in 1998, at least three districts could be competitive in 2000. (NOTES: Due to a new, court-ordered redistricting plan, incumbents in districts 4 and 11 exchanged districts in the 1996 election. In addition, Nathan Deal changed parties in 1995.)1.
