Democrats' projected performance actually improved in Utah in 1996, but the
state remains heavily Republican. Democrats will be hard-pressed to win seats;
they lost their best chance when controversial incumbent Merrill Cook was
defeated in a primary -- one of three House incumbents to lose in primaries from
1996 to August 2000.
