Despite clear strength statewide, Democrats risked being swept in Kentucky's
1998 federal elections. Ken Lucas will carry the Democratic banner in 2000,
but given his Republican-leaning district, he must be considered very vulnerable. Anne Northup
also continues to be rated as vulnerable in her Democratic-leaning district,
although the district has been been trending Republican.
