The fact that 18 of 23 seats had only one major party candidate in 1998 simply
underlines Florida's recent history of strikingly non-competitive elections. In
1996, 20 of 23 seats were won by landslide, and only one was won by less than
16%. Yet even though all incumbents likely will win in 2000, six districts could
be competitive if incumbents were to step down. On the other hand, two
incumbents � Corrine Brown and Dave Weldon � have had closer races than
their districts would suggest. (NOTE: Some House district lines were
changed slightly between the 1994 and 1996 elections due to a lawsuit against
race-conscious districting.)
