The political earth shook in Maine in 1996. The projected Democratic performance rose 7% statewide, a Republican House incumbent was swept aside and public financing was adopted for state elections. Yet an open Senate seat went to a moderate Republican, reflecting the state's Republican heritage. 1998 demonstrated that the partisan shift may last, as Democratic incumbents won even more comfortably than in 1996.
