In 1996 Democrats were shut out in U.S. House races in Kansas despite running relatively well (three of four Republicans won with less than 53%). In 1998, they gained a seat despite winning a lower percentage of the statewide vote. The 2000 elections will be telling. If Republicans defeat Dennis Moore and win the remaining seats easily, it will be clear that the Republican rise in projected performance in 1996 was not simply due to Kansas' Republican presidential nominee Bob Dole – and clear that Democrats may have difficulty winning federal offices in Kansas for some time to come.
