Automatic Voter Registration

This bill allows Californians who are not already registered to vote to register when applying for a new or renewed California driver's license, instruction permit, junior permit, or identification card with the Department of Motor Vehicles or who file a Personal Income Tax form with the Franchise Tax Board be registered to vote, unless the person declines to be registered to vote.

This bill automatically registers citizens to vote who are applying for a driver’s license or learner’s permit at the Department of Motor Vehicles and citizens who file a state income tax return with the Department of Taxation and Finance. The bill also calls for the Board of Elections to conduct a study on the practicality and cost-effectiveness of implementing automatic voter registration.
