Democrats in North Dakota continue to surprise; they have held all three federal seats in this conservative state since 1982. Nevertheless, Earl Pomeroy -- one of only four Democrats to represent a district where Bill Clinton ran more than 8% behind his national average -- should face stiff competition once again in 1996.
