Racial Representation Of the voting population of 742,012, 8.9% are Latino and 0.7% are black.  Because the racial minority percentages in Utah are so low, it is unlikely that any racial minority could control their representation even under the proposed super districting plan.
Political Analysis In the 2000 Presidential election, George W. Bush won Utah with 67% of the vote over Al Gore's 26%.  The state's Democratic partisanship is 28.9%.  Under the current three-district system, Democrats cannot carry the vote in any of the districts.  Under the proposed super districting plan, voters would likely elect two Republicans and one Democrat.

This proposal is based on the current congressional districts of Utah.  Because Utah has only three congressional districts, all were combined into one super district.
