Racial Representation Of Minnesota's voting population of 2,404,415, roughly 3.4% are black and 2.9% are Latino.  Under the current district system no racial minority makes up the majority in any district.  Under the proposed super districting plan, racial minority voters supporting a candidate with crossover appeal could elect a candidate of choice in coalition with white voters.
Political Analysis In the 2000 Presidential election, Al Gore won Minnesota with 48% of the vote over George W. Bush's 46%.  The state's Democratic partisanship is 49.8%.  Under the current eight-district system, four districts can be considered Republican, two can be considered Democrat, and two can be considered competitive.  Under the proposed super districting plan, voters would likely elect four Democrats, three Republicans, and one representative who could come from either party.

This proposal is based on the current congressional districts of Minnesota.  Because current congressional districts are often the results of gerrymandering, the proposed super district boundaries are not as smooth and nice-looking as they could be in a similar proposal that made use of sub-congressional district data.
