Workshop One
Is a 3% turnout worth $3.5 million? The current primary runoff system, its strengths and weaknesses, and the ways in which instant runoff voting could resolve some difficulties by saving money and boosting turnout.

Workshop Two
Unfair Results, Uncompetitive Races, and Under-representation: Alternatives to Gerrymandering A discussion of minority vote dilution and what full representation voting systems can do to reduce wasted votes and increase access to government, in particular by promoting ethnic and racial minority representation and womens representation. We will also cover the practicalities of implementing such systems.

Lunchtime discussion
Does North Carolina need a right to vote? Following on from the workshop sessions, we�ll discuss participants� own experiences with these issues, and also wider questions of what reforms would best protect our democracy.

Panel Discussion
Missing votes: Is North Carolina the new Florida? Public panel discussion led by FairVote's David Moon with with Representative Paul Luebke, Anita Earls (UNC College of Law), Bob Hall (Democracy North Carolina) and Bob Phillips (Common Cause North Carolina) where members of the public can raise concerns about the past election -- such as lost votes, paperless voting equipment, campaign finance reform, non-partisan redistricting and disenfranchisement -- and share their views on the future of democracy in North Carolina.
