19 seats: 11R, 8D     R 52

After Republicans gained four U.S. House seats in 1994 and Democrats won two of those seats back in 1996, Ohio had a relatively quiet election in 1998. Only two races were won by less than a landslide, and none were decided by less than 5% despite Steve Chabot and Ted Strickland facing well-financed challengers. In an indication of voter consistency, projected partisan performance changed by more than 2% in only two districts between 1992 and 1996 – and in those districts by only 3%. John Kasich's open seat could be hotly contested in 2000. James Trafficant hasn't faced a competitive election in years, but his legal problems create uncertainty.
