As predicted in our 1997 report, each party suffered a seat change. Tammy Baldwin became the state's first-ever woman member of Congress in an open seat leaning Democrat, while Mark Green was the only Republican in the nation to defeat a Democratic incumbent. If all incumbents seek re-election, Democrats should maintain their majority, and could add to it – Paul Ryan (who won a surprisingly easy open seat win in a Democratic-leaning district) is at risk.
