This bill creates the Office of State Election Administration and a chief election officer to replace the State Board of Elections and the Secretary of State in election integrity issues. This bill also provides for more compensation to election observers.

This bill permits citizens of Iowa to leave work for up to four hours of unpaid leave in order to participate in the presidential caucus. An employer may be fined if they don't permit their workers to take time off to vote on Election Day.

This bill prohibits municipalities from requiring permits in order to prevent citizens from registering to vote or having a political party hold a voter registration drive on public property.

This bill allows for the exclusion of voter registration information when someone is up for selection for jury duty. The commissioner of jurors will select prospective jurors at random and will not base their decisions on the eligibility of a citizen to vote.
