21 seats: 10R, 11D     50-50

Republican Jon Fox lost in the Philadelphia suburbs (PA-13), but the remaining 18 incumbents won by landslide in 1998. Still, the 2000 elections could provide surprises in some districts. The Democrats' northeast tide in 1996 ended in central Pennsylvania, where several districts trended Republican – including five (all with Democratic representatives) that fell at least 5% in projected Democratic performance. Some Republican incumbents could face stiff competition, but Democrats have more to worry about, particularly in holding onto Ron Klink's seat. For the second consecutive election, four seats are uncontested. Transportation committee czar Bud Shuster has faced a major opponent only once since 1986.
