The House's lone Member elected as an independent, Bernie Sanders is now treated by the Democrats as a member, with Democratic candidates discouraged from challenging him � a result that gives Vermonters a two-choice system, if nominally a multi-party one. Democratic performance rose less in Vermont than in the rest of New England in 1996, but Sanders appears safe unless he opts to run for the Senate.
