South Dakota

1 seat: 1R     R 56

Republicans finally won South Dakota's U.S. House seat in 1996, even as its U.S. Senate delegation became all-Democratic. In 1998 the state lived up to its expected Republican tilt -- at least in the House race -- with John Thune easily holding the seat.
