Facts in Focus

  • More than three out of four adult Hawaiians did not vote for the U.S. House Member who represents them. This results in Hawaii having the lowest "representation index" of all 50 states, and also one of the highest seats to votes distortion.
  • Hawaii ranked last out of all the states in the Center's "democracy index," which is an overall measure of a state's results in the elections.
Republicans have won at least 30% of the statewide vote in House races in every election since 1992, but have won no seats.
  • In 1996, Hawaii had its first House race won by less than 10% in the 1982-1996 period. In 1998 and 2000, winners gained more typical landslide victories.
  • Hawaii's voter turnout was more typical in 2000 than it had been in the 1998 elections, when it ranked seventh in the nation.
  • Patsy Mink (D) has won every election by a landslide in 1992-2000.
